HQ CQC Training Provision Tradecraft Command and Control

Eyes on from everywhere and the nature of the beast of CQC processes are all revealing

The responsibility of commanding the training group and vetting applicants and controlling training provision as I have learnt, is that you must do your best to identify individuals that do not meet course/training joining conditions and requirements as part of the vetting process and decline their application. Likewise through using proven tradecraft training practices insubordination breaches and violations of codes of conduct ethics and regulations must be dealt with in a deliberate uncompromising manner by correct process.

Those applying for training should be under no illusion as to what mil CQC/MSD training is all about and what is required of them with the considerable amount of provided and available information included in their application/declaration agreements. They must understand that this training is not for sport or an art form and we the training providers must operate under stringent vetting and membership codes of conduct and SOPs.

The processes, practices and our specific tools for joining and maintaining membership’s purposes are for dealing with provided background information, violations and breaches of codes of conduct, rules and regulation violations and are proven principle based and be can applied in a modified form to fit with breaches and violations in relation to situational specifics and they evolve to deal with changes in times and requirements.

Anyone that slips through the cracks after acceptance that then shows negative traits or changes in character and that breaches/violates the codes of conduct rules or regulations must be dealt with by proper process and pay the consequences of their actions to maintain primary command and training control.

This will be a matter of fact process where it comes down to yes or no to the breach/violations as seen by one’s peers and or superiors in training/on course. The process for violations of codes of conduct insubordination rules and regulations breaches committed and not seen by ones superiors/peers requires external investigation.

The late Col Rex Applegate told me that real leaders make the hard decisions that may well not be popular especially with those that do not abide by the conditions of their joining agreements and codes of conduct or those that cannot accept orders or take instructions including those that are not up to the challenges of the training, testing and BHEs.

He said often breaches are because of individual’s character flaws or inability to conform, preform or a belief of being better than others or more important than they actually are.

He told me weaknesses can be infectious with individuals of similar make ups or beliefs that cause dissention in the ranks and the processes must be strict and uncompromising to maintain a proper and correct operating environment with all tools, practices and procedures to deal with such issues being applied at a command level.

For less serious violations/breaches intervention and fitting punishment can apply in a wide range of proven ways that can take away liberties or require tedious tasks.

They may well include the punishment being given to everyone not just the offender/offenders or being given to everyone but the offender/offenders.

The aim being to let everyone know in no uncertain terms that behaviour requires self-control and self-control is the essence of exemplary behaviour. Breaches have consequences and can include loss of privileges, long hard menial tasks and finding oneself less than popular with ones peers.

No one is bigger or more important than the group and rank chain of command and command practices and processors to deal with violations and breaches must always apply.

I was taught that even using all the tools and processes at your disposal there are always going to be individuals that conceal/withhold important application information or after joining acceptance breach protocols, ethics, codes of conduct, rules and regulations and dealing with such breaches in a matter of fact uncompromising official manner is what is required. The responsibilities of providing mil close combat and mil self-defence training and the command and control measures and practices in relation to MSD/CQC training for selected civilians are considerably different from our non-military styles and codes training and for good reasoning. Definitive processes and actions are required to maintain command and control and breaches insubordination as well as those playing the soft touch woke card will be addressed pronto as they are under our training regime now and must conform and perform accordingly.

Master-Chief Instructors must do their best to prevent those that should not be accepted for training from joining and when dealing with insubordination and breaches/violations of membership conditions/regulations, applying either interim or terminal membership status changes, depending on situational specifics. Interim membership status changes followed by after the fact disciplinary determinations will determine outcomes and such disciplinary actions can include membership suspension or revoking of membership.

By applying proper process in application procedures and proper process for current member’s breaches and violations you are applying firm and proper application and membership undertakings to prevent and proactively address violations/breaches and this is what is required.

While it’s not always possible to determine individuals negative traits, hidden agendas or weaknesses immediately at the joining stage, it is the fact that when they get found out the hammer comes down and insubordination, breaches or failure to disclose is properly dealt with.

As I was told by my former superiors it matters most that you do deal with identified unacceptable membership issues by proper deliberate process never concealing or overlooking such matters of insubordination.

Situations immediate intervention actions may require adaptions of processes and procedures to fit the immediate situations/circumstances including standing down of members until due process can be undertaken.

This can be for immediate safety reasons or to prevent training interference or interruption.

Reported abuse or misuse of skills need investigation and if there are related pending criminal court cases the individual may need to be suspended or other actions imposed.

The law of the land must apply in proven criminal action cases and we support the NZ police and justice systems in their prosecution of those that do not abide by the laws of NZ and abuse/misuse the knowledge they have been given.

Investigations for unseen external complaints/cases can result in members resigning or the conducting of a formal inquiry and if the violations are proven disciplinary actions applied.

Violations and breaches of codes of conduct/regulations observed by superiors under training are matter of fact and are the Master-Chief instructor’s responsibility to deal with and come under their authority to administer correct and proper disciplinary actions.

Lesser ranked instructors in charge roles have scope to stand down violators of codes of conduct or breaches of regulations until proper process can be conducted.

When it comes down to recruiting it is very much that we don’t want you if you’re not on the up and up with us and if you are withholding required information when found out your membership will be at risk, likewise if negative character traits including bad attitudes are identified and are deemed to violate code of conduct or regulations, the individual members membership status is put at risk.

While an occasional individual may be able to hide their agenda or character traits initially like you can hide what is in your pocket, but given the nature of the beast of mil CQC training and testing and its uncompromising associated hard heavy and hostile realities, eventually fears, weaknesses and negative character traits will be exposed.

Some just can’t conduct themselves in the required manner and don’t understand that the two eyes, two ears and one mouth equates to look and listen twice as much as you talk.

The policies and practices ensure the majority that conform and achieve are least affected by those that breach and the strict and uncompromising processes, procedures and consequences of violations and breaches are a reminder of the importance of protecting ones membership status by abiding by codes of conduct and not becoming implicated in others breaches by association in such actions or supporting those that contravene codes of conduct.

From the rest come the best is a very important consideration with recruiting and never making exceptions to the rule of applicants meeting strict mandatory joining requirements is equally important, over having to deal with accepted applicants that raise concerns and later identify negative character traits.

Accepted members maintaining of membership requires they maintain high level integrity and be responsible and respectful from joining onwards and always as members.

You can get people physically fitter but if they do not have intestinal fortitude you can’t make them considerably mentally tougher and if they are not mentally tough they may well object to the training/testing regime and look for excuses or reasons to question orders or instructions, simply because they are not up to the challenges. When you identify anyone that demonstrates rogue tendencies they need to be dealt with pronto.

Civilian training lads and lasses train for various reasons and apply with various levels of prior training and previous experience and exposure to violence, including never having experienced violence.

Some train for the phase 1 Basic military self-defence capabilities while others have instructor ambitions or require the training for their career/service roles and duties.

While all applicants must meet the same joining requirements, the training levels of aggression and contact are very different from a volunteer wanting basic phase1 tactics and skills training only, to the exponent training for testing, promotion and advancement.

While all members training is important a volunteer training just to up skill in self-defence will experience a very different level of intensity to that of an exponent wanting to experience hard heavy hostile training and testing.

Any trainee that has not passed a phase test has not yet fully challenged and proven their capabilities at our lowest level under testing and as such has no CQC rating.

The phase 1 basic testing provides sudden shock actions on exposure and enables a candidate to test their personal attributes capabilities and also their tactics and skills employment levels of competency.

The phase 2 advanced testing is much more demanding in required physicality and demands much higher CQC endurance with the advanced skills much more extensive scope of testing diversity in advanced capabilities levels of competency.

The phase 2 advanced testing is considerably longer in duration and is constantly demanding in higher level completed objective achievement required commitment. It requires hard knocks resilience, controlled aggression, endurance and CQC battle fitness.

It very much fits with the progressive description of the easiest aspect being joining up and phase 1 basic training and testing, with phase 1 basic testing being the least demanding testing ever undertaken.

All the processes are about the power of progression under increased intensity and proving those that have what it takes or identifying those that do not.

This ongoing process enables individuals to receive training and be a member in varied roles in relation to their capabilities competency ratings including their level of mental toughness under threat.

Some are top proponents but not high level instructor rated while others have solid assistant instructor or instructor capabilities but not highly rated capabilities as operators in front line roles and would not make a high level instructor rank where skills competency and mental toughness are equally majorly important.

Those of high ranks status and positions of authority must be dedicated, committed and prepared to lead and stand up and be accounted for in tough or difficult situations proving themselves.

Those that can’t handle aggressive adversity and that crack under duress will not be highly capable leaders in our tradecraft.

The means, mechanisms and tools we employ to identify and rate levels of competency and in negative traits and weaknesses identification include mental toughness ratings under threat/actions-on that are very effective in proving or disproving mental toughness in tactics and skills capabilities under duress.

We have ratings systems for mil CQC to rate candidate’s personal attributes levels that when combined with their tactics and skills competency ratings provide a clear word picture of what the candidate is made of, what they can endure and how highly they can achieve.

In our professional world for those that want to join our ranks with aspirations of achieving rank they must begin with honest integrity and understand our requirement for loyalty with honour. Membership demands acceptance of the need to respect the chain of command and abide by conditions of membership including rules regulations and codes of conduct by all exponents’ proponents and instructors as membership is a privilege not a given right. Maintaining of membership requires the conducting of oneself at all times responsibly with honesty, integrity, dedication and commitment.

Those that know how to conduct themselves as quietly confident, dedicated, committed individuals that know their rank, status and position on the food chain are the types that highly achieve and earn high rank.

Training members must strive for CQC excellence in capabilities never looking for easy options or making excuses to mask their own short comings as the eyes are always on them and their assessments and ratings will have identified the matters of facts relating to their attitudes, capabilities, strengths, weaknesses and any negative traits.

Breaching regulations will be seen/identified under training and on training exercises and will be dealt with.

From failing to comply with training rules and regulations to security and safety conditions any breaches will stand out and offenders will be called out.

Candidates under assessment are very much two boots, one body, one head and two hands to an assessing instructor and their ratings are recorded on how they use their bodily capabilities and their primary weapon their minds, not who they are or their previous training grades or connections.

The testing process neither advantages nor disadvantages any candidate and nothing about them matters other than their combined tactics/skills mental toughness achieved ratings willingness to conform to regulations and instructions and importantly their conduct.

They may well be outside their comfort zone and the positive bastardisation and levels of required controlled aggression may have an immediate effect on them that they have to overcome at real time and get on with objective achievement.

This is why show ponies, boot lickers, name droppers and other negative traits types that don’t get that maintaining a willing able ready grey status is the desired demeanour and character type more often than not will self-eliminate or be binned. Those that by their words and actions bring unnecessary attention to themselves can hardly consider themselves fully focused and committed to objective achievement and their ratings will more than likely reflect this.

Following on from the previous file answering questions received as to how we operate our training provision for serious responsible civilian enthusiasts the following is but some of methods and means outlined.

Command and control measures must continue to evolve to deal with societal/attitude changes and to ensure identified problems including bad attitudes/character flaws are addressed by best practice and process in a similar way to tools, tactics and skills must evolve to ensure we stay ahead of the most current threats.

We have over nine decades of recruiting and vetting experience in our trade-craft and can identify character faults reasonably easily having seen them many times over with having trained tens of thousands of exponents.

The fact of the matter is that mil close combat has not changed in required objective achievement and means and methods of training provision and conducting testing have only been improved.

The individual training pers requirements must surpass training and testing required ratings without question of process or excuses and standards, levels or regimes means and methods will not be reduced or lessened to accommodate those that are more woke than warrior.

When the pressure is increased and the intensity rises the stressors can be too much for some and they are exposed for what they really are. Some have a meltdown simply because they are outside their comfort zone and don’t possess the inner resolve to conduct themselves in a quietly confident controlled manner; others blame the systems or procedures or others for their short comings.

While in society soft woke ways may have become more common this does not apply in our tradecraft where everyone must to be able to take orders and instructions without question and not let bastardisation get under their skin. They must be able to overcome a hard heavy and hostile environment taking such effects on the chin and getting on with objective achievement in a quietly confident respectful manner identifying themselves as having what it takes over those that don’t.

Those that think name dropping, boot licking, being a show pony, selling themselves as tough guys is helping their cause, show they simply don’t understand that CQC smarts amount to maintaining a grey status.

Once individuals for whatever reason open their mouths in defiance and in breach of the codes of conduct it can’t be taken back and will if required be addressed in an appropriate manner to ensure they get back into line or put their membership status at risk.

All they are doing is bringing unnecessary attention to themselves and putting more eyes on them.

From the vetting process to the mandatory training hours to volunteering for testing and the need to be approved after passing testing phases for ongoing advanced or specialist training regimes entry must be stringent and uncompromising.

This is most important with the skills being military close combat and military self-defence tradecraft training where under actions on combatants must make decisions based on rules of engagement and civilian enthusiasts must protect themselves under the laws of self-defence where commensurate threat neutralisation is a common reality.

The mandatory training hours required for specific phases of training prior to testing are not only for the development of competency, proficiency and confidence but also to identify individual exponents every weakness and strengths including undesirable traits and hidden agendas which with time and exposure to CQC realities have proven the regimes worth time and time again in identifying individuals of concern and finding out the facts.

Time and committed participation under the rigours of hard heavy and hostile instruction, training, battle handling exercises and realistic training exercises are all part of bringing out the best or identifying the worst in individual candidates.

Stress and pressure including intensive and extensive training in camp or on exported courses often take individuals outside of their comfort zone as does individual unitism as I call it, where all on course must be able to conduct themselves as a confident and capable individual as well as an equal team member by means of similar individual makeups required to fit in and perform at a high level.

Training testing and training exercises pressures and effects such as sleep deprivation, arduous task requirements, extensive duty hours and the requirements for attention to every detail along with the need for meticulous planning, the effects of the cold or high temperatures and many other factors can expose those that are not up to the challenges and rigors of the nature of the beast.

New Zealand being a reasonably small country with long-term leaders in their particular styles, systems and codes often having connections is another way of finding out about individual’s attitudes, characteristics and past and present behaviour and actions. Fortunately where so many enthusiasts participants and instructors have personal and professional connections, more often than not those with something to hide will be found out because of communication connections or simply because people like to talk to each other and assist each other where possible.

As I get around the tracks I get questions from civi styles instructors about how as the only specialist training provider of our European mil elite CQC and mil self-defence systems we have operated our recruiting and command and control over the group for over 95 years so effectively. Being not only NZs but the global longest private specialist training provider of our European mil CQC/MSD training systems we have a very specific set of command and control measures and mechanisms that have evolved over decades dating back to our former Master-Chief Instructors to deal with issues of a human insubordination by strict definite and deliberate means.

These protocols and processes must be strict with no means of being manipulated or exploited and all those that breach codes and conditions must individually take responsibility for their actions. There is no place for casting the blame on others when the matter of fact is an individual’s seen and noted breaches in the presence of superiors and or their peers are that which are being addressed.

The old saying self-control is the essence of exemplary behaviour is very true as it equates to thinking before taking an action that one may well regret. No one is bigger than the group and everyone that makes up the group is expendable if they cannot toe the line in the required manner. A first wrong doing may well be their last action taken as a member and the reality is the masses are on the outside never seeing in and once ousted for serious breaches there is no coming back.

They must know that unlike the many traditional and competitive styles and codes respectively there are no other training providers in NZ of our European military elite close combat and self-defence systems that operate a training organisation under our regime and as such if they get binned their training in our trade-craft is over.

An unapologetic disrespectful attitude stands to only worsen ones position under an uncompromising regime adopted and proven to best address and deal with seen insubordination maintaining best standards. Observed unacceptable actions and verbiage, disrespect for chain of command and violations of codes of conduct and ethics will not be tolerated and will be dealt with in a deliberate definite manner.

The important thing to us as leading European military CQC and military self-defence training providers is the maintaining of our highest possible professional standards and this comes down to stringent membership regulations being enforced and all of the same rank being equal and dealt with as equals.

Basic exponents must understand that they do not have the same status as advanced exponents and basic and advanced exponents do not have the same status/authority as Specialist proponents.

However all ranks must treat other members regardless of their rank in a proper manner according to the code of conduct and regulations and anyone that takes advantage of any member regardless of rank or treats them in an unappropriated manner will face their superiors by means of the same uncompromising disciplinary process.

The old adage “do as I say not as I do” can ring very true when lower ranks think they can conduct themselves with the same authority or in the same manner as their superiors including questioning their superiors or taking exception to their superiors means and methods.

They need to earn the right to question and have an opinion on training and testing provision that is backed up by senior ranks decades and thousands of hours of participation.

Professional standards not only apply to our training provision but also to training environments and to the checking and vetting of the people being trained and ongoing integrity and responsibility CQC codes of conduct regulations that apply to the maintaining of membership.

Serious responsible exponents, proponents and instructors of integrity do not want to train with those that are less than trustworthy individuals that lack integrity as they do not want to by connection put their membership at risk. All members must abide by the training regime, follow orders and instructions and respect the chain of command or they will self-eliminate or be binned.

No person of integrity wants to associate with individuals that are unsafe or have hidden or alternate agendas that could bring the organisation into disrepute, or through association could do harm to their good character putting their membership status at risk.

Their loyalties in regards to their CQC/MSD/CPP training must be to the group and they must respect the chain of command and those of superior ranks to themselves as well as all their equals.

They must always remember to train the way they will operate but remember they are under training and their instructors have rank over them and full control of the training and training exercises. The same applies to enemy party or acting protectees under close protection training and on CPO training exercises and flankers, floaters or those being utilised as general population/rent a crowd.

If they cannot abide by conditions of membership/participation then they are not suitable exponents or proponents.

Anyone that does not respect the chain of command, can’t take orders or follow instructions, breaches protocols ethics or code of conduct is in the wrong environment and is not fit for purpose. They will most likely self-eliminate or be binned if they cannot realise the errors of their ways and change their attitude and conform. Mandatory vetting and ongoing internal assessments of not only skills but character and attitude along with the requirement of having to volunteer for testing, pass testing and being accepted for ongoing training are all important means and methods of maintaining high standards within the rank and file and identifying those that are not made of the right stuff and can’t control themselves and need to be removed. There are annual or periodic mandatory membership declarations for existing members as well as codes of conduct contracts applied to specific courses of instruction that are to identify any concerns with existing members that have not been declared or have just surfaced.

Failure to declare any such requirements that are later identified will determine the individual’s membership status which may well be a termination of membership.

Records are kept for good reason including future identification of false information or disclosure failure as well as previous records of proven breaches of codes of conduct including admissions of breaches, disrespect for the chain of command or violations of rules or regulations that in the event of ongoing insubordination enable appropriate disciplinary actions to be taken based on prior and current facts. Official electronic forms cross referencing will often identify inconsistencies in provided details.

Advanced and specialist training at Todd Group HQ is restricted information and there are no manuals or video footage training resources available.

Exponents and proponents must earn the right and be approved to undergo such training, practicing it until they can perform the tactics and skills at the highest possible level and as such cannot forget these tactics and skills making no need for manuals, PAMs or video footage.

This being the case, there is no need for making available training resources printed or filmed in the tactics and skills of phase 2 advanced or phase 3 specialists training.

The qualification mandatory pre-training hours and testing regime have always been strict and to the point for over 100 years and the basic, advanced and specialist training programs and testing regimes are to ensure everyone has undertaken same/similar mandatory training and testing requirements to have best chances to achieve rank and advancement.

The instructor qualifications, beginning with phase 1 basic assistant instructor training and qualifying followed by basic phase 1 instructor qualification, and then assistant instructor and instructor qualifications in phase 2 advanced and finally phase 3 specialist instructor qualification require considerable dedication and commitment.

From phase 1 basic through to phase 3 specialist rank would require over 1000 mandatory hours.

Senior Instructor, Master Instructor and Master Chief Instructor are the ranks of HQ/training team and HQ leading instructors and the Chief Instructor.

There are no other ranks of any form including colour/belts or degrees in our European military close combat and military self-defence as it is not based on traditional fighting arts.

All those that pass exponent and proponent testing as well as assistant instructor and instructor qualifications, have completed the mandatory training hours, volunteered for testing, passed testing phases can be supported and verified by internal records, logbooks and qualification certification. It is as black-and-white as it can get and eliminates phonies and wannabes as they simply will not have proof of official qualification.

Every member is only as good as their ability to conduct themselves as they must and their first breach may well be their last.

Members must never take for granted their membership and should never rest on their laurels as dedication and commitment amounts to striving for CQC excellence and maintaining ones best levels of competency and capability.

Our European military self-defence and close combat being a small specialist fraternity and everyone with rank will most likely know or know someone that will know individuals in question or will not know them if they have never come up through the ranks achieving rank and qualification. Those with something to hide or making false claims will be found out and dealt with accordingly including being binned if their breach warrants their training being terminated.

Members always remember those that have been binned or self-eliminate through not being up to the challenges and realities of achieving rank and qualification or not being able to take orders and instructions or conduct themselves under the rules and regulations of training membership when found out will lose all membership privileges and rights.

Other professional standard reasons why we do not provide advanced or specialist training or training resources in the public domain include that this is against our high integrity training provision modus operandi and would be disrespectful to those that have earned the right to such training.

We do not use sensationalism or innuendo in relation to promoting training or recruiting as it is important that all new entry applicants are aware of the specific type of training they will undergo and the physical and mental makeup required attributes and training demands.

At HQ we have intake inductions prior to joining to ensure applicants fully know what is expected of them and so they can decide if they are up to the challenge or not.

As the world’s oldest private specialist training providers of our European military elite close combat and self-defence with an instructor lineage of no other specialist private training provider in our tradecraft, we have employed the previous and wide ranging other methods and mechanisms to ensure our training is restricted to those that have met the training requirements and have completed mandatory training hours and volunteered for testing and passed testing phases to achieve rank and promotion.

There are no political passes, soft woke easy backdoor entries or advancement by backhand salutes.

Exponents, proponents and instructors have to conduct themselves in a fitting manner in and outside of training to maintain their membership status.

Actions above or outside of individuals rank and status including conducting themselves in a manner likely to cause dissention in the ranks are unacceptable and will be addressed with fitting disciplinary actions.

There are no excuses or explanations applicable when it comes to proven breaches of codes of conduct in the presence of superiors or exponents or proponents.

Todd Group HQ being the holder and caretaker of the doctrine and training packages owns the intellectual property of the skills developed by our founder, the late Harry Baldock and the since developed in-house tactics and skills and as such maintains control over the use of the training tactics skills and resources.

Members complete application declaration agreements and CQC code of conduct contracts to protect the integrity of the group and the training provision as well as for safety reasons and when members resign or have their membership revoked, they forfeit all rights to divulge or instruct others in our intellectual property included in our training programs/packages or our individual tactics and skills.

Contractual breaches and unauthorised usage of our intellectual property is subject to civil litigation if applicable or on official demand such breaches must permanently cease.

Being the owner/caretakers of the doctrine as well as the developers is very different to under taking general traditional based techniques training that the teachings are general public knowledge and come from vast external sources.

The reality is in military close combat/self-defence there will be rogues looking for credibility by association that will do anything to make a name for themselves even though they have not done the hard yards and qualified as instructors. Those with the hard earned credentials have no respect for those types as they do not possess the strength of character and uncompromising inner resolve to earn rank and status and belong on a phony’s list. To the highly trained and qualified instructor such rogues should be exposed to make sure they are persona non grata.

There are instructors out their self-promoting as close combat experts that have not qualified on military instructor courses and that cannot join our close combat instructors association as they cannot produce proof of official qualification and rank but they have convinced others that they are close combat instructor experts.

The close combat instructors association joining requirements including the joining prerequisite that I was part of developing similar to the Todd Group application/joining official forms equally identify those that are not mil close combat trained tested and qualified and prevent their membership acceptance.

As one of the two association directors I have been surprised when some people with high profiles suggested for membership application, on vetting inquiry with mil Master instructors from their countries, are found out not to have a mil quals instructor close combat record at all. The strict and extensive joining requirements we apply to applicants wanting to join like that of the association is very important to protect the integrity of the organisations and the security and professional reputations of members.

We take our role as specialist training providers very seriously and carry a heavy responsibility to ensure we do our upmost to protect the safety, security and rights of not only our members but also decent citizens and law enforcement personnel responsible for law and order.

The last thing we want to do is make their job more difficult by arming those that are not fit with close combat capabilities.

Doing our best to ensure those that we train will not abuse or misuse the training we provide is a constant role and responsibility of the highest priority.

This file has addressed more of the asked questions on how we command and conduct our mil CQC/MSD training operation.

We will not divulge our specific means and methods as they are restricted information.

Our means and methods of command control and official processors of dealing with breaches of codes of conduct, insubordination and disrespect for the chain of command fit with our trade-craft training provision role as do determinations and outcomes, based on proven facts in the presence of ones superiors or peers.
